The EU system of non-market economies results in higher dumping duties 2006-06-07
The National Board of Trade has completed a study of how non-market economies are treated in EU antidumping investigations. The study finds that this non-market economy system has the effect of yielding high antidumping duties. By examining 200 recent applications by individual firms for market economy status, the study found that being granted market economy treatment yields, on average, a 28 percentage point lower duty compared to the firms not granted market economy status. The US is the most frequently used analogue country in EU antidumping proceedings, while China is the most targeted non-market economy. The study also examines the theoretical background to the system of non-market economy treatment, and offers some suggestion as how to improve the system. The study may be downloaded here.
